Heath originally turned out for the Manchester United youth team before signing for Nottingham Forest.
He made his Forest debut in August 2009 and played 12 times in the Championship last season.
He joins City on an initial 6 month loan deal, and will meet with the squad ahead of next seasons pre season training trip to Germany, where they will face German side TuS Celle.
